The Journal of Global Information Management (JGIM) publishes original material concerned with all aspects of global information resources management. The journal emphasizes the managerial and organizational facets of information technology resources management. Articles published in JGIM deal with a vast number of issues concerning usage, failure, success, policies, strategies, and applications of information technology in organizations in and across developed, emerging and developing nations. JGIM has an ISI Impact Factor of 1,222 with a 5 year Impact factor of 1.829 (Qualis A1 in CAPES – Brazilian Ministry of Education - Ranking)

Description of the Special Issue

Brazil has been receiving great attention in the global scenario because of its steady economic growth in the last decade and improvements in its social indicators, like reduction in poverty and growth of the middle class and its purchasing power. It is one of the “BRICS” countries and is heading to be the 5th largest economy in the world in the next years, although it is not free of challenges like reducing social and economic inequalities, improving educational quality, increasing transparency in government and balancing economic development with environmental protection. Brazil is also well-known for its rich cultural environment with a mix of several different influences (European, African, Indigenous, Arabic and Asian), for its size and population (5th largest in the world in both measures), for its well developed agribusiness and mining sectors and for its rich and diverse natural resources.

The history of ICT use in Brazil is marked by innovation and creativity, with highlights to its financial and banking systems, which are among the most developed in the world, and to its huge country-wide e-government initiatives, like electronic voting, tax filing over the internet and integrated electronic invoicing. Both phenomena are derived from historical and political factors, like the huge inflation period during the 70´s and 80´s and a very strong, large sized, complex and centralized federal government with needs to integrate distant regions within the country. Brazil has also a huge internal consumer market for mobile phones, home PCs and software, although, again, not free of challenges like improving geographical range and quality of internet access while reducing its cost, one of the most expensive in the world. Brazil has a well-developed ICT use in Business in general, with good levels of integration within companies and in the supply chain, but companies are regularly faced with challenges of having to adapt imported technologies and governance models, like SOX and international ICT governance best practices frameworks.

This special number will consider research papers on Global IT focusing on Brazilian local issues with relevance to the global context. So, we are seeking papers that study the usage and management of ICT in companies, government agencies or by the general society in Brazil and explain their findings based on the peculiarities of the Brazilian context or comparing results with other contexts or countries. Cross-National Studies comparing ICT in Brazil with other Nations, in cultural or other aspects are specially desired, and so are studies of the development, implementation, management and use of IT in Brazilian or foreign multinational, transnational, international and global organizations with locations in Brazil.

Sarney anuncia portal destinado a dar mais transparência ao Senado

Ao iniciar, nesta terça-feira (20), a reunião da Comissão Diretora, o presidente do Senado, José Sarney, anunciou que a Casa lançará em maio de 2012 o portal e-cidadania, iniciativa destinada a fomentar a maior participação da sociedade no processo legislativo e na discussão dos temas em debate no Parlamento. A proposta foi apresentada pela secretária-geral da Mesa, Cláudia Lyra.

- O Senado mais uma vez assume uma posição de ponta em matéria de tecnologia, ampliação da interação com a sociedade e transparência no processo legislativo - disse Sarney ao anunciar o portal.

Ato assinado pelo presidente do Senado em 20 de setembro deste ano instituiu um grupo de trabalho para elaborar o projeto de criação do portal, que será voltado a engajar os cidadãos na atividade legislativa, por meio de instrumentos tecnológicos como internet, redes sociais e dispositivos móveis.

O grupo elaborou um relatório que, se aprovado pela Mesa do Senado, deverá ser detalhado com vistas à implantação do portal, cujo nome proposto foi e-cidadania. O lançamento está previsto para maio de 2012, mês em que o Senado Federal completa 186 anos. Prevê-se uma segunda versão da ferramenta para novembro de 2012, com maior diversidade de recursos.

Conforme o documento examinado pela Mesa Diretora, cada função no Senado terá espaço claramente definido no Portal, de modo a oferecer ferramentas para a interação no processo de fiscalização (e-fiscalização), no processo legislativo (e-legislação), e para interação direta com os senadores e temas em discussão (e-representação).

Cada uma dessas áreas do portal agregará recursos já existentes no site do Senado - como o Siga Brasil, que traz informações sobre o Orçamento da União, e o LexEdit, que permite propor emendas a projetos de forma eletrônica - e outros que ainda serão criados.

A ideia é aproximar o cidadão do Senado para que ele, além de acompanhar a atuação de seus representantes, possa entender o funcionamento da Casa, compreender o processo de elaboração do Orçamento e opinar a respeito de assuntos em discussão e até mesmo apresentar sugestões legislativas.

- No portal, todo cidadão poderá oferecer sugestões, e os senadores terão acesso e poderão encampar as ideias. Além disso, o portal vai trabalhar com a interatividade, nas audiências públicas das comissões - explicou Claudia Lyra.

Charities and campaigning organisations increasingly employ campaigners with digital expertise, with many developing dedicated digital campaigning teams to work on furthering social change goals. The eCampaigning Forum (ECF) has, for the last 10 years, brought together e-campaigning practitioners from across the world for an annual knowledge-sharing event. The Digital Campaigning Knowledge Exchange will be a new element of the 2012 eCampaigning Forum (22-23 March, Oxford, UK), providing a parallel track of academic workshops alongside the open space discussions of the forum.

There is a wealth of academic and industry research into digital campaigning related topics, but this research rarely crosses over into practice discussions at ECF. Our aim is to foster meaningful links between researchers and practitioners, with a view to bringing relevant, informative research to digital campaigners, and connecting academics and researchers with live datasets and experience to draw upon.

Topics

Based on feedback from participants in 2011 we are inviting researchers with interests in the following areas to propose short papers to present, for discussion in a series of mixed academic and practitioner seminars throughout the event. Based on the papers submitted, three topics will be chosen.

The role of digital tools and communication in enhancing engagement to a cause

Demographics of digital mobilisation
Is e-campaigning inclusive? Which different demographics and patterns of technology use should campaigners consider?

Cross-country perspectives on digital campaigning
Including political and social issue campaigns. How do different national contexts compare?

Research methods for digital campaigners
How to collect research-ready datasets; how to employ innovative methods - including social network analysis and digital ethnography; how to combine qualitative and quantitative research methods;

Innovations in mobile and web technology; what do new services and approaches have to offer social change campaigns?

Approaches to crowd-sourcing and mobilising digital volunteers;

Data, data mining and ethics in digital campaigning.

We are particularly keen to have contributions that provoke debate or point to future directions for practice in digital campaigning. Specifically, we are keen to hear from academics that can provide practical suggestions for e-campaigners in additional to any theoretical or methodological insights. Poster submissions are also welcome.

The Digital Campaigning Knowledge Exchange will take place in three sessions on the 22 and 23 March 2012. Each session will consist of 2 - 3 papers, followed by discussion. Knowledge Exchange delegates are invited to particulate fully in the eCampaigning Forum, including the open space sessions. Academic participants without papers are also welcome to apply as delegates to the eCampaigning Forum.

Academics making a presentation in the Knowledge Exchange will be eligible for a reduced fee if required. Accommodation and meals are available on site at an additional cost.

Papers can be submitted for inclusions in a short peer and practitioner-reviewed 2012 eCampaigning Forum proceedings to be produced after the event.

Research connections
E-campaigners also generate a wealth of data from e-mail metrics and campaign response rates, to social network data and supporter profiles. Space will also be dedicated at the 2012 ECF to creating connections between researchers looking for data to draw upon, and practitioners with live datasets. Discussions will explore how practice data can be made available for research, and how practitioners can draw upon research data and findings more effectively.

Abstracts of between approximately 200 and 300 words should be submitted to academic@ecampaigningforum.com by the 16th September 2011. Accepted presentations will be notified during October.

Basicamente, ele explica todo o processo do Reinhard Mohn Prize 2011, um prêmio criado pela fundação alemã Bertelsmann para avaliar projetos inovadores de participação ao redor do mundo. Na primeira fase, qualquer pessoa poderia indicar algum projeto interessante pelo site da fundação. Foram indicados em torno de 100. Uma comissão de cidadãos, políticos e acadêmicos foi reunida e escolheu os 7 projetos mais proeminentes. Assim, foram mandados pesquisadores para avaliar os projetos em campo, fazer entrevistas, gravar depoimentos e afins. Com esse material, foram elaborados estudos de caso e pequenos documentários em vídeo. Finalmente, 11,6 mil cidadãos alemães foram escolhidos para votar no projeto que fosse mais interessante e mais capaz de ser implementado no contexto alemão. Ao fim, 3 orçamentos participativos se destacaram. Em primeiro lugar, venceu o OP de Recife. Em segundo lugar, o OP de BH e finalmente o OP de La Plata Argentina.

Os três primeiros apresentam utilização da internet, mas há outros casos interessantes, como a reforma eleitoral de British Columbia e exemplos deliberativos, como Hampton e Geraldton.

The role of social media in the Arab uprisings - past and present

Social media in the Arab world before the recent uprisings had been described as marginal, alternative and elitist with minimal impact due to the Internet's low penetration rates. The recent events have brought 'social media' to the forefront with many crediting Facebook, weblogs and Twitter with facilitating the uprisings that have taken place across the Arab world. Yet we have not fully understood their role during the recent events and their convergence with not only mainstream media but also with street demonstrations. Moreover, the role and significance of social media during the revolutions in Tunisia and Egypt, the civil war in Libya, and the uprisings in Yemen, Syria and Bahrain (among others) vary greatly. What are the cultural, technical and political variables that are conducive to using social media for mobilisation? How has the digital divide influenced the use of social media and how do those not connected perceive them? Now that new media are in the vernacular of the mainstream, what are their uses beyond the uprisings?

Suggested topics for research papers include, but are not restricted to, the following:

* Strategies, techniques and technologies used by activists during the recent uprisings.

* Conceptualisation and theorization of the role of the media in political mobilisation within Arab countries.

* Historical perspectives on information and communication use in previous uprisings in the Middle East (e.g. cassettes in Iranian revolution).

* Comparison between the uses of social media in different national contexts in the Arab world.

* The use of social media by hegemonic institutions in the Middle East.

A 300-word abstract, full contact information for the corresponding author, and a biographical note (up to 75 words) on each of the authors should be submitted by no later than July 29 2011. Authors of accepted abstracts will be notified in September 2011 and will then be invited to submit a full paper by 16 December 2011.

Complete manuscripts should be prepared in English in MS Word and adhere to the Manuscript Submission Guidelines (http://www.wmin.ac.uk/mad/page-1201); they should be 6000 - 8000 words,
including notes and references. Papers should be accompanied by an abstract of 100-150 words and up to six keywords. The manuscript must contain a separate title page that should include: the title of the manuscript; the name(s) and affiliation(s) of the author(s); full contact details of the author(s); the author's brief biographical statement. An invitation to submit a full paper does not constitute a commitment for publication; all papers will be subject to anonymous peer review following submission.

Ementa do GT: O ST “Ciberpolítica, ciberativismo e cibercultura” pretende reunir pesquisadores que investigam os impactos das NTICs sobre várias dimensões das sociedades contemporâneas, tendo como foco três campos de investigação: a) “ciberativismo”, ou seja, o emprego das NTICs para promover novas formas de ação coletiva e ampliação da cidadania; b) “ciberpolítica”, ou seja, os impactos das NTICs sobre os sistemas políticos, abrangendo desde as instituições tradicionais de tais sistemas, até a criação de novos espaços de deliberação e participação propiciados pelo emprego destas mesmas NTICs na esfera pública; c) “cibercultura”, isto é, trabalhos que investigam como as NTICs estão propiciando a emergência de novas formas de identidades coletivas e processos de criação simbólica que integram os diversos atores sociais em novos universos de referência cultural.

Critérios para seleção dos papers e painéis. Serão selecionados trabalhos que cumpram os seguintes requisitos: a) trabalhos empíricos e teóricos que forneçam contribuições substantivas aos temas pesquisados e não sejam uma mera enumeração de dados empíricos ou um resumo/cotejo descritivo de teses defendidas por outros autores; b) avaliação do potencial dos resumos e dos resumos expandidos de se transformarem num texto com razoável grau de acabamento a ser disponibilizado no site da Anpocs nos prazos estipulados pela instituição, após sua aprovação pelos coordenadores; c) critérios de diversidade regional e de titulação a fim de dar oportunidade a pesquisadores em diversos estágios de investigação e de diferentes regiões do país de debaterem suas pesquisas sobre a temática num evento de âmbito nacional. Dario Taraborelli outlines the situation:

Last month, Wikipedia celebrated its 10th anniversary, which saw considerable coverage in mainstream media. A Chronicle article observed that, today, the project does not represent “the bottom layer of authority, nor the top, but in fact the highest layer without formal vetting” and, as such, it can serve as “an ideal bridge between the validated and unvalidated Web”.

An increasing number of university students use Wikipedia for “pre-research”, as part of their course assignments or research projects. Yet many among academics, scientists and experts turn their noses up at the thought of contributing to Wikipedia, despite a growing number of calls from the scientific community to join the project. The Association for Psychological Science launched an initiative to get the scientific psychology community involved in improving the quality of articles in their field, while biomedical experts recently called upon their peers to help make public health information in Wikipedia rigorous and complete.

These initiatives remain sporadic and most academics – despite goodwill to contribute – still perceive major barriers to participation, which typically include a general lack of time to contribute, but also barriers of a technical, social and cultural nature. These encompass the lack of incentives from the perspective of a professional career, the poor recognition of one’s expertise within Wikipedia, the widespread perception of Wikipedia as a non-authoritative source. In combination with the apparent anomaly of collaborative – and often anonymous – authorship and the resulting fluidity of Wikipedia articles, these factors create an environment that significantly differs from the ones experts are accustomed to.

Now, the Wikimedia Research Committee has launched a survey to understand why scientists, academics and other experts do (or do not) contribute to Wikipedia, and whether individual motivation aligns with shared perceptions of Wikipedia within different communities of experts. The survey is anonymous and takes about 20 minutes to complete. Whether you are an active Wikipedia contributor or not, you can take the survey and help Wikipedia think of ways around barriers to expert participation.

O Comitê Gestor da Internet no Brasil - CGI.br anuncia o resultado da eleição que indicou os 20 representantes da sociedade civil, entre titulares e suplentes, que participarão dos fóruns de debates e decisões para a administração e o desenvolvimento da Internet no Brasil durante o triênio 2011-2013. A homologação dos novos conselheiros ocorrerá com a publicação de Portaria Interministerial no Diário Oficial.

A distribuição dos membros eleitos da sociedade civil no Comitê compreende: quatro membros do Terceiro Setor, três da Comunidade Científica e Tecnológica e quatro do Setor Empresarial, que representam os segmentos: Provedores de Acesso e Conteúdo da Internet; Provedores de Infraestrutura de Telecomunicações; Indústria de Bens de Informática, de Bens de Telecomunicações e de Software; Setor Empresarial Usuário. Short summary
E-democracy aims for broader and more active Internet-enhanced citizenship involvement but can there be any “democracy” after representative democracy ? Should we understand it in terms of deliberative and/or participative democracy ? How is e-government impacting on transparency and accountability ? What role does institutionalized mediation play in ICTs ? What kind of e-governance processes can enhance legitimacy in complex legal systems ? E-democracy has been cutting the edge a while, yet we need to integrate the current state of the art with the toolkit of the analytical and normative perspectives of legal and political theory. The purpose of the workshop is to go beyond the polarization between the apologists that hold the web to overcome the one-to-many architecture of opinion-building in traditional democratic legitimacy, and the critics that warn cyberoptimism entails authoritarian or paternalistic technocracy.

Format
The workshop offers a meeting point for scholars eager to share their findings in the field, enhancing comprehension between different approaches to law. Both analytical and normative perspectives are welcome. Please specify yours. Accepted papers will be distributed among workshop participants at an early stage to promote exchange of ideas and to better nail down the issues to be discussed in Frankfurt.

Techdeterminism and early cyber-optimism have not enhanced scientific understanding of the complex relationship between technology and our legal and political settings. We therefore welcome proposals that fall within one or more of the following themes :

1) ICT’s impact on the shaping of political opinion and Internet in campaigning
The Internet may have changed the politics, but now politics also change the Internet. We focus on how the “interconnected estate” impacts on individual and group ability voice concerns and question whether access is the key to creating interest in the democratic process. ICTs are held both to mobilize new audiences and push for polarisation and political apathy : To what extent does this highlight previous trends ? Are fringe organisations benefitting disproportionately ? Will digital recruitment fail ? Political communication change as we by pass traditional media gatekeepers : Does reporting as a collaborative enterprise accelerate pluralism or increase noise ? What responsibilities should bloggers have ? Resource-poor networks gain increased visibility but we know little of their impact on mainstream politics : How is the repertoire of electronic civil disobedience and hacktivism in authoritarian and democratic states changing ? What are the new frontiers of free speech protection ?

2) Democratic experimentalism and the tools of accountability
A weakness of internet studies is to link research to broader political and social trends. Connecting technologies have to be related to current frameworks within participatory and deliberative practices. The new toolkit of representation – including e-voting, on-line deliberation practices, transparency and accountability in e-government practices, e-governance schemes impacting on democratic legitimacy – needs to be scrutinized against the background of constitutional representative democracy. Is Internet flattening institutional hierarchies ? How is the digital revolution changing electioneering ? How are benefits for democratic decision-making influenced by previous institutional environments ? Are we moving towards a more fragmented and contested democratic model ?

3) Political, social and legal impact of informational complexity
The literature on digitalisation in law and politics often treat communication technology simply as one of many organizational devices rather than conceptualizing information as central features in public life. We therefore call for a better understanding of information ethics and the creation of collective intelligence and common goods, as well as the culture of sharing and various forms of peer-production inspiring social movements (e.g. open source and freeware). One key point is to grasp to what extent informational value emerges from the confluence of distributed user-generated content and its centralized exploitation and how the legal frameworks surrounding such practices are evolving. Should the relation between citizen and government be framed in terms of asymmetric information flows ? Will data mining technologies change what we hold to be public domain ? How can informed consent be designed today ? Does the internet’s architecture influence the public e-space ? In what ways can informationally sensible education help avoiding the creation of digital favelas tomorrow ?

Abstract proposals should be between 350 and 500 words in length. Preferred format for all submissions is RTF or Microsoft Word (doc). An International Journal of Communication (IJoC) Special Features Section on the recent Tunisian and Egyptian revolutions in North Africa to be published in 2011.

The International Journal of Communication is accepting papers for its Features Section about the Tunisian and the Egyptian protests and their sequels in the Arab region.

Despite numerous efforts by Arab leaders to limit Internet access and to censor all media -- especially new media -- the spread of satellite TV and the Internet have transformed the media landscape in the Arab and Muslim worlds. Revolutionary protests by Tunisians led to the ousting of President Zine El Abidine Ben Ali, who maintained strict media censorship after 23 years in power. Similarly, just weeks after the Tunisian uprising, demonstrations and riots have left the rule of the Hosni Mubarak government in a quandary. The oppression of free speech and democratic political participation have galvanized both Tunisians and Egyptians into unprecedented acts of revolt, demonstrating perseverance toward the goal of real political change.

Some observers attribute the success of the Tunisian revolution to the use of new media and social networking sites. While the penetration rate of Facebook in Tunisia is barely 19% (according to Socialbakers, the Facebook statistical portal), YouTube and DailyMotion were banned until January 13, 2011 despite Ben Ali's desperate attempts to calm the population by promising unblocked access to Internet Web sites. Ben Ali eventually fled Tunisia on January 14.

As of this writing, the outcome of the Egyptian uprisings remains to be seen, and the potential for similar uprisings throughout the Arab world is very much in evidence.

This Features Section of the IJoC invites discussions about these events occurring in the North African region in relation to communication technologies. By addressing these events, we aim to have a better understanding of the role of communication technologies as instruments for social change.

The submissions, empirical or theoretical, can be short observations, analyses or opinions of 1,500-5,000 words. Papers should follow the APA style (5th Ed.). Submissions will be peer reviewed.

WASHINGTON — A enxurrada de notas diplomáticas americanas divulgadas pelo site WikiLeaks em 2010 marca uma importante etapa na evolução da internet, revelando a extensão de seu poder no mundo, para o melhor ou para o pior.

As revelações do WikiLeaks relembram o caso Napster, em 1999, que causou uma onda de choque na indústria musical ao colocar para livre acesso na internet, gratuitamente, centenas de milhares de músicas. O evento mudou profundamente os comportamentos dos consumidores e profissionais do setor.

Teria, então, o WikiLeaks tido o mesmo efeito em matéria de diplomacia, de transparência e de liberdade de expressão? Esta é a questão que a imprensa, governos e especialistas tentam responder.

Para o WikiLeaks, a publicação, que começou no finalde novembro, de mais de 250 mil correspondências diplomáticas tinha como objetivo evidenciar a "contradição" entre a posição oficial americana e "o que era dito atrás de portas fechadas".

Mas para aqueles que foram citados, o site é culpado de um crime, encoberto por um pseudo-defensor da transparência, o australiano Julian Assange, fundador do WikiLeaks.

De fato, a fronteira entre vantagens e desvantagens do método WikiLeaks é tênue, julgou Clay Shirky, especialista americano em questões sociais e econômicas relacionadas à internet.

"Como muitos, estou dividido no caso WikiLeaks", disse em uma mensagem postada em seu site Shirky.com.

"É claro que cidadãos de uma democracia que funciona devem saber o que fazem e falam de seu país em seus nomes", argumentou. "E o WikiLeaks desempenha plenamente este papel".

"Mas por outro lado, nem tudo pode ficar completamente transparente", disse, referindo-se ao segredo diplomático.

"As pessoas que tentam encontrar soluções devem ser capazes de expressar privadamente opiniões que eles condenariam em seguida em público" e "o WikiLeaks compromete muito estas práticas", observou.

Andrew Rasiej, cofundador do blog sobre política e tecnologia techPresident.com, considera, por sua vez, que o WikiLeaks fez a internet entrar em uma nova era.

"É um evento 'à la' Napster, onde a tecnologia modifica a relação entre pessoas e seus governos", continuou.

"E eu espero que quando tudo se acalmar, o governo (americano) reconheça que ele deve se esforçar em matéria de abertura e de transparência e que ele deve utilizar o segredo apenas em raras ocasiões", acrescentou.

Mas Rasiej teme, no entanto, que "os governos sejam tentados a impor um remédio pior do que a doença".

O futuro pode ainda ficar mais obscuro para o WikiLeaks, cercado de todos os lados por governos com recursos colossais, salientou James Lewis, especialista em cibersegurança do Center for Strategic and International Studies.

"Em dez anos, mais pessoas dirão que o WikiLeaks não foi uma boa coisa", lançou, relembrando que o caso Napster terminou no esquecimento por causa da influência das grandes empresas.

Os responsáveis pelo WikiLeaks "começaram, talvez, com boas intenções, mas isso vai se voltar contra eles", acrescentou James Lewis. "As pessoas vão acabar se perguntando se tais comportamentos são responsáveis. E acredito que a resposta será 'não'".

"Podemos ter certeza que novos documentos serão revelados, o WikiLeaks nos deixou claro que nenhum segredo está bem guardado", disse, por sua vez, um especialista em mídia, Jeff Jarvis, no blog Buzzmachine.com.

"Com a internet, o poder muda de mãos", continuou. "Passa daqueles que detêm os segredos para aqueles que criam as aberturas".

Background

In 2005, Nancy Baym edited a special issue of The Information Society (Vol. 21, No. 4) that asked the question, "Is Internet Research a Virtual Field, a Proto-Discipline, or Something Else??" In 2010, two handbooks of Internet Studies will appear (edited by Hunsinger, Kastrup, & Allen [Springer] and Consalvo & Ess [Wiley-Blackwell]) while a third has been launched (Dutton [Oxford University Press]. These publications document the emergence and development of Internet Studies as a field of research and scholarship in its own right, one affiliated with a characteristic topoi of issues, research questions, methodologies, and its own distinctive ethics.

To further explore the broad terrains and structures of this emerging field, the Oxford Internet Institute is organizing a series of workshops and
lectures over the next two years, intended to encourage and gather critical analyses and perspectives from a number of internationally-recognized
scholars and researchers, along with younger colleagues whose research promises new insights and perspectives. The first of these workshops, held at Aarhus University on 19 March 2010, took stock of the field by critically assessing the two major volumes on Internet Studies (Consalvo and Ess 2010, and Hunsinger et al 2010), with a view towards developing further insights for the field, its current and future directions, and its (potential) significance and impact.
Future workshops are being organized, including one that will be held in Barcelona in early 2011. Steve Jones
(), and Matthew Allen () have held lectures in this series
at the Oxford Internet Institute, and Charles Ess ( will present one of a number of future lectures.

A special issue of New Media & Society is intended (a) to encourage and collect the development of scholarly contributions developed initially for these workshops, and lectures, and (b) gather related scholarly research and reflections from the global community of Internet scholars and researchers.
These contributions will build on the existing and forthcoming handbooks and related compilations to stimulate and inform global discussion about the emerging field of Internet Studies.

Accordingly, we invite contributions from across the range of disciplines applied to study of the Internet that address our thematic questions,
beginning with: can Internet Studies be discerned and demarcated as a field (or fields) of academic research and scholarship out of the rapidly
growing body of research and scholarship intertwined with the Internet and the array of human interactions it facilitates? And: insofar as Internet
Studies can be argued to exist as a field(s) ? what are its defining characteristics, including, e.g., a distinctive set of objects of study, research questions, methodologies, a body of findings and literature recognized as foundational or definitive, ethical guidelines, professional expectations, and whatever else we may argue to be necessary, if not sufficient, conditions for an academic field(s) of study?

Contributions may take one of two forms. One, authors may seek to develop comprehensive and authoritative overviews of how an important topos of research on the Internet (e.g., social interactions, emotion, identity play and development, etc., etc.) has been studied, important findings, and areas in need of further research. Two, authors may take a critical perspective on the field as a whole or any sub-field within this area. Generally, the special issue will not focus on the presentation of specific research, even though it might connect well with and reflect upon a broader synthesis or overview of a larger domain of Internet research. Other special issues and articles are well suited for the publication of original research. This issue will be more focused on generating the most stimulating syntheses of the field ? defining the vitality and overall state of the field.

Selected contributions will appear in the special issue of New Media & Society.

Submissions are due to the editors by December 31, 2010. Submissions accepted by the editors will be returned to the author(s) for any needed
revision by 31 March 2011; final versions will be due back to the editors by 30 June 2011, followed by an external review process resulting in final acceptance / rejection / or acceptance with revisions.
Final versions of accepted papers will be due by 1 December 2011.
Authors' Guidelines are available on the New Media & Society website at : accessing these will require signing up for a user id and password (also necessary for any eventual submission to the special issue.) Briefly: submissions require an abstract, keywords, and a target length of no more than 8,000 words, including notes and references. Documentation is Harvard style.

Como os jovens brasileiros se comportam na internet? Este foi o tema da sexta edição do projeto "Este jovem brasileiro", desenvolvido pelo Portal Educacional (www.educacional.com.br) para entender o comportamento dos jovens e refletir, junto com eles, sobre assuntos cruciais para sua vida. Neste ano, mais de 10,5 mil alunos de 13 a 17 anos, de 75 escolas da rede particular de ensino de todo o país, participaram da pesquisa. Eles responderam anonimamente a um questionário online sobre seus hábitos de uso da internet, relações virtuais, exposição, violência e situações hipotéticas que podem ocorrer com quem usa a rede. A expressão “neutralidade da rede” pode parecer uma coisa difícil de entender. Mas vale a pena tentar. Porque se trata de uma questão técnica de grande importância, à medida em que reflete valores fundamentais do desenvolvimento da internet. Valores que moldaram essa rede mundial distribuída, onde todos os usuários, na ponta, têm igual poder de criar tecnologia e conteúdos, de compartilhar informações.

Internet neutra significa que nenhum pacote de dados pode ter prioridade de tráfego sobre outro, seja um pacote do Google ou um pacote de um blog anônimo. Todos são transmitidos segundo as mesmas regras e critérios. Até agora, e em tese.

Porque esse princípio está sob ataque, alerta Sergio Amadeu da Silveira, sociólogo e ativista da liberdade na rede. De um lado, diz ele, pelas operadoras e provedores, que estão desenvolvendo aplicações personalizadas, com prioridade de tráfego para clientes que paguem por esse privilégio. De outro, por donos de redes físicas de comunicação, acionados pela indústria do entretenimento e da comunicação, que tentam bloquear determinados tráfegos, como a troca de arquivos protegidos por direito autoral nas redes peer-to-peer (P2P). Um passo além, grandes empresas também se unem para adotar travas técnicas (Digital Rights Management, o DRMs) em seus produtos, de modo que somente clientes pagantes possam acessá-los.

Fotos inéditas do jornal Última Hora estão na internet

O Arquivo Público do Estado de São Paulo acaba de digitalizar e disponibilizar na internet parte do arquivo fotográfico do jornal Última Hora, um dos mais importantes periódicos do jornalismo brasileiro, que circulou em diversas cidades brasileiras nas décadas de 1950 e 1960. São quase 20 anos de história registrados em 54.600 mil fotografias e 1.200 ilustrações.

Diferentes momentos da história brasileira foram registrados pelas lentes fotográficas do jornal Última Hora como o suicídio do Presidente Getúlio Vargas, em 1954 e a estreia de Roberto Carlos na TV Tupi, em 1968. Além de fotografias, também foram digitalizadas as ilustrações publicadas no jornal, tratando de política, economia, arte e cultura. Criado por Lan, o Corvo, representando o jornalista e político Carlos Lacerda, e os gorilas fardados, representando os militares, são exemplos de caricaturas da “UH” que ficaram famosas.

O eleitor que ainda não decidiu seu voto para deputado federal acaba de ganhar uma ajuda on-line para escolher um candidato.

O site Extrato Parlamentar, hospedado no site do Movimento Voto Aberto (www.extratoparlamentar.com.br), oferece uma ferramenta que calcula a afinidade política entre o internauta e os deputados federais. Assim, o eleitor pode saber quais são os candidatos que pensam de forma mais parecida com ele.

O funcionamento é simples: o internauta responde a 12 perguntas sobre projetos votados nominalmente na Câmara dos Deputados (se é a favor da Lei da Ficha Limpa ou se queria a prorrogação da CPMF, por exemplo) e o site compara as respostas com a posição de cada deputado. Depois, um modelo matemático ranqueia as respostas, mostrando quais os deputados mais afinados com o internauta em seu Estado e no país, com base no percentual de coincidência nas opiniões.

O site foi desenvolvido através de uma parceria entre o Voto Aberto e o grupo de Estudo Legislativos do Centro Brasileiro de Análise e Planejamento (Cebrap). O Cebrap forneceu as informações sobre processo legislativo necessárias para a elaboração do algoritmo que permite o cálculo de afinidade parlamentar realizado no site, dando suporte técnico ao conceito, concebido e desenvolvido por Rafael Lamardo e seus colegas, do Movimento Voto Aberto.

O objetivo do site, em um contexto pré-eleitoral, é prover o eleitor de informações que possam ajudá-lo no momento de decidir seu candidato. Trata-se de uma ferramenta democrática que pretende ajudar a qualificar sua decisão, na medida em que possibilita a avaliação da atuação concreta, sobre temáticas específicas, dos parlamentares ao longo do governo anterior. Cabe frisar, porém, que essa não deve ser a ferramenta principal, nem tampouco a única, utilizada pelo eleitor para formar sua decisão.

A construção da ferramenta de análise de afinidades é realizada através de critérios puramente técnicos e científicos. Não há qualquer viés ou preferência partidária em sua construção.

This paper examines the difficulties faced by government projects aimed at fostering citizens’ political participation by using the Internet. After presenting the participatory tools found on two institutional Web sites (the Brazilian Presidency and the House of Representatives), I examine how the constraints pointed out by a relevant part of the literature in e–participation are reflected in such initiatives. Promoting online participation needs more than providing communication resources, since civic culture and other issues are still key factors in influencing our patterns of political involvement. A participatory use of digital tools depends more on circumstances, such as institutional willingness, than on technical mechanisms available.

Esta pesquisa examina uma das dimensões dos mecanismos digitais de interação e participação política oferecidos por parlamentos para a sociedade a gestão da informação. Primeiramente, mapeamos as formas de participação política empregadas nos portais legislativos da América Latina, com o objetivo de conhecer as informações que cercam as iniciativas e contextualizar o estudo de caso da Câmara dos Deputados do Brasil. Em seguida, procuramos entender comoa Câmara dos Deputados do Brasil realiza a coleta, a organização, adistribuição, o armazenamento e o uso da informação concernente aos mecanismos de interação e participação política, de caráter multilateral, empregados em seu Portal. Concluímos que os parlamentos latino-americanos colocam à disposição da sociedade dezenas de canais digitais de interação e participação, como uma tendência irreversível das democracias modernas, mas a gestão da informação inerente às experiências ainda é um desafio a ser alcançado.

The search for deepening democracy has as its basic points the increase of government transparency as well as the creation of deliberative spaces between society and political system. Despite the obstacles arising from the digital divide, the use of new information and communication technologies (NICT) has been expanding in Latin American countries, generating high expectations about the possibility of an increase in the quality of their democracies. Experiences in different countries have shown that expanded forms of political participation have been developed through the use of NICT, promoting new opportunities for interaction between civil society and the political system. These virtual spaces of interaction allow a reduction of informational asymmetry between political system and society, enriching the state actors’ information repertoire about interests and demands of citizens, thereby contributing to the improvement of decision-making processes. This panel seeks to create a space for dialogue to researchers who have produced qualitative and quantitative studies related to different e-democracy practices in countries of the "third wave of democratization," emphasizing "best practices" that can produce effective results in the creation of new and better spaces for political deliberation and participation of citizens in the various institutions that are part of democratic political systems of such countries. In the early years of the twenty-first century, things look bleak for the political journalists of large newspapers—squeezed by the demands of celebrity culture, bullied by politicians and their aides, untrusted by the public and, now, displaced by a horde of amateur bloggers—or do they? This study is based upon an in-depth, comparative analysis of the quality of debate, on economic issues, in a selection of the UK's most popular, ‘independent’, political blogs and of their equivalents hosted by established newspaper writers and suggests a much more positive prognosis for the future of professional political journalists and, more importantly, for the public sphere, than has been commonly asserted elsewhere.

A Symposium co-sponsored by the AHRC funded "New Configurations of Network Politics" project at Anglia Ruskin University, Cambridge UK, and the Infoscape Centre for the Study of Social Media, Ryerson University, Canada.

In the network age, the question of political agency is becoming increasingly troublesome, with a pressing need to reflect upon how collective distributed networks as well as non-human actants re-define the field of the political.

This symposium will investigate what counts as a political object or subject , and how such objects/subjects circulate and are controlled in the context of developing critical approaches to networked politics.

The symposium seeks to build upon object-oriented philosophy, which has shifted the language of coding and programming into the domain of 'tool-being'. In so doing a correlate possibility of a 'web' of
subject-oriented objects emerges, opened up by hyper-personalized web services and control techniques that shape and recombine pseudo-subjects from the bio-political detritus of data-mining software and algorithmic protocols. In the face of such new assemblages, what sites, actants, and tactics potentially reinvent new political affects?

The symposium welcomes interventions on related questions and topics that answer or complicate the notion of the 'objects' and 'subjects' of network politics. The symposium seeks paper proposals that touch upon the following set of themes:

- Theories and case studies of object/subject-oriented politics
- Networking of political artifacts: politicizing "participatory culture"
- New epistemologies for networked politics

This one-day seminar intends to provide a forum for discussion of the meaning and measurability of Digital Participation, focusing on the three main measurables promoted by the Digital Participation Consortium – Reach, Breadth, Depth. In addition it will hear about the role of the UK Research Council funded Digital Economy Hub at Newcastle University and from the Arts Council and Audiences Central on the experience they have in measuring participation in the arts.

In 2008 the University of Salzburg, Austria, invited to a network launch meeting in the field of “ICTs and Society” which comprises different approaches of different disciplines with different tasks that originate from Information Society Studies, Internet Research, Social Informatics, New Media Studies, Human Computer Interaction, to name but a few. In 2009 a follow-up meeting was held at the University of Trento, Italy.

The third annual meeting of the ICTs-and-Society Network 2010 is hosted by the Internet Interdisciplinary Institute (IN3) at the Open University of Catalonia (UOC) in Barcelona, Spain and supported by the University of Salzburg, Austria.

The Director of Online Engagement and Participation will lead AmericaSpeaks’ initiatives to design, facilitate and organize online participatory processes that provide citizens and stakeholders with a greater voice in governance processes. The Director will be responsible for generating new projects through which AmericaSpeaks may engage the public online, representing AmericaSpeaks in discussions with federal agencies about how to use online methods to create a more open government, managing a group of online associates and partners to deliver online engagement programs, and forming and nurturing partnerships with other online innovators. The Director will also oversee the organization’s online and social media presence.

AmericaSpeaks seeks a candidate with deep experience in the field of online engagement and participation. Candidates should have a proven track record of leading online participatory processes.

On 3-4 June, EUDO will hold a conference entitled "Internet and Voting" at the European University Institute

The conference is jointly organized by Alexander H. Trechsel and Mark Franklin, EUDO at the EUI and Bernie Grofman, University of California, Irvine, and coordinated by Andrea Calderaro, EUI

The Conference will explore new theoretical and/or empirical insights into the linkage between voting and internet based information and communication technologies. The Conference is organised by the Observatory on Public Opinion at the EUI, in partnership with the University of California, Irvine.

Resumo: O objetivo deste trabalho é elaborar um estudo comparado das atividades políticas nos portais das associações industriais brasileiras e argentinas, concentrado na experiência das “agendas legislativas” da indústria. Para tanto, procederemos à análise das agendas legislativas nos portais de tais entidades, a fim de reunir evidências de que as NTICs estão servindo como um importante meio de promoção e divulgação das atividades políticas do empresariado sul-americano.

Ferramentas on-line podem ajudar político a fidelizar o eleitor
Uso do Twitter para cutucar adversários políticos. Sites carregados de notícias que superestimam os feitos do candidato. Textos longos, pouca interatividade e ausência de aplicativos que chamam a atenção da moçada, como vídeos e links. Eis a receita ideal para espantar os eleitores jovens, de acordo com o professor da Universidade Federal do Paraná (UFPR) e cientista político Sérgio Braga, especialista em política e internet. De acordo com Braga, ferramentas como o Twitter e Facebook devem servir para fidelizar o eleitor e, o mais importante, para a apresentação de resultados.“Ela deve servir para mobilizar e desencadear ações concretas, não para que o candidato exponha seu ego ou fale besteiras”, afirma.

Meia hora falando ao telefone num dia de excesso de trabalho e publicam uma parte ínfima do que falei num contexto inteiramente diverso. De qualquer maneira, não deixa de ser uma atividade relacionada ao projeto, por isso divulgo-a aqui. (SSB)
