Call for Papers
It is only now, during the first decade of the 21st Century, that those
scientific eDemocracy visions developed in both in the 60s and the 90s
are becoming reality and implemented. Surprisingly, it is not the IT
developments in IT alone that are responsible for successful eDemocracy
projects - it is all those members of society who use them, as they
adopt new behaviours. The new, digital generation lives and breathes new
values: they collaborate, compile content together, share their ideas,
create networks on social platforms and organise themselves quickly and
simply. The new values held, the new behaviours, the changed mindset,
with improved usability and a usage of the internet which still
continues, has led to a rapid and radical change in our society.

The EDem10 focuses on these changes which can be seen occurring in
different areas and which are manifest in different way:
* Transparency & Communication (freedom of information, free
information access, openness, information sharing, blogging,
micro-blogging, social networks, data visualization, eLearning,
empowering, *)
* Participation & Collaboration (innovation malls, innovation
communities, bottom up, top down, social networks, engagement and
accountability, collaborative culture, collaboration between C2C, G2C,

* Architecture, Concepts & Effects (access and openness, user
generated content, peer production, network effects, power laws, long
tail, harnessing the power of the crowd, crowd sourcing, social web,

* Different Fields: open government initiatives, eDemocracy,

* Different Disciplines: law, social science, computer science,
political science, psychology, sociology
* Research Methods

On primary aim is to bring together researchers and practitioners. We
would like to invite individuals from academic, applied and practitioner
backgrounds as well as public administration offices, public bodies,
NGO/NPOs, education institutions and independent organisations to submit
their contributions into one of the 6 categories:
1. finished research
2. ongoing research
3. finished projects
4. ongoing projects
5. workshops
6. PhD colloquium submission.

En cette période de rentrée nous avons le plaisir de vous apprendre que nos travaux en cours sont prolongés de 6 mois avec l’accord de l’ANR. La reprise est également marquée par la publication de deux ouvrages issus des travaux de Vox Internet. Nous vous signalons enfin la dernière séance du séminaire international IG3T « Internet Governance : Transparency, Trust & Tools » qui se déroulera à Bordeaux le 16 octobre 2009 sur le thème "Gouvernance d’Internet, économie, politique et éthique : l’exemple de l’Afrique" .

Séminaires
16 octobre 2009, 09h00 à 17h00 : SÉMINAIRE IG3T, 5e SÉANCE. Après les workshops de Namur (Belgique), de Lille , Milan (Italie) et Paris, la dernière séance du séminaire international « Internet Governance : Transparency, Trust & Tools » se tiendra à Bordeaux en clôture du symposium " Politiques et mode d'appropriation des TIC dans les Suds", organisé du 12 au 16 octobre à Bordeaux par le GDRI NetSuds (CNRS - CEAN - Sciences Po Bordeaux. Elle a pour thème "Gouvernance d’Internet, économie, politique et éthique : l’exemple de l’Afrique". La séance se déroulera en français. O site Discurso Político reuniu todos os perfis de políticos no Brasil, incluindo aqueles listados aqui no Link, e criou uma página para acompanhar as últimas atualizações de todos eles. Uma iniciativa muito boa, já que as pessoas podem ver o que os políticos andam dizendo sem necessariamente seguir todos eles no Twitter.

Outro site que reune perfis dos políticos no Twitter, o Politweets, também adotou adotou o mesmo formato.

Call for papers

Electronic Citizenship from a Comparative Perspective
Citizenship studies has become an established multidisciplinary arena of academic study in the last 20 years. The problem with the contemporary debate on citizenship, however, is that it tends to ignore the role of technology in shaping the experience of citizenship. Contemporary ICTs, and especially the internet, create new and different opportunities for practising citizenship. Papers might address questions such as:

How should we rethink theories of citizenship in the light of new ICTs?

What kind of new citizenship practices are introduced by the ICTs?

How do ICTs affect existing citizenship practices such as voting and other ways of political participation, taxpaying and military service?

Does the Internet have certain features to support any of the recent trends in citizenship?

How does the Internet contribute to denationalization of citizenship?

What are the implications of ICTs for citizenship as status, as rights and obligations and as identity?

How do electronic citizenship practices vary across different cultural and institutional contexts?

To what extent cultural citizenship based on recognition of differences (ethnic, religious, gender) is nurtured with the use of ICTs?

How can we link the literatures on citizenship studies and electronic democracy?

However these questions are indicative and not meant to preclude other papers that fit within the general theme. We already have one paper on this theme with the following provisional title and so hope to run a panel with two or three additional papers:

Congresso sobre mídia e política abre inscrições para apresentação de trabalhos

Estão abertas as inscrições para a terceira edição do Congresso da Compolítica, da Associação Brasileira de Pesquisadores em Comunicação e Política, que será realizado no período de 9 a 11 de dezembro de 2009, na Pontifícia Universidade Católica de São Paulo.
Criada em dezembro de 2006, em Salvador, com o intuito de promover a especialidade de Comunicação e Política, a Compolítica congrega pesquisadores não apenas dos campos de comunicação e ciência política, mas, também, de sociologia, psicologia, filosofia e antropologia. O foco da área se volta, principalmente, para a interface entre a política e os fenômenos comunicativos, sobretudo os media, suas linguagens e seus agentes.
Para a conferência de abertura está confirmada a presença José Luís Dader, da Universidad Complutense de Madrid (Espanha).
Haverá ainda duas mesas-redondas. Para discutir Novas mídias: o que muda na Política?, participam Rousiley Maia (UFMG), Maria Helena Weber (UFRGS), Sérgio Amadeu (Faculdade Cásper Líbero), Wilson Gomes (UFBA) e Vera Chaia (PUC-SP).
A segunda mesa-redonda é sobre Jornalismo Político, Pluralismo e Democracia, com Afonso de Albuquerque (UFF), Ariel Jerez (UCM), Fernando Latman-Weltman (FGV), Mauro Porto (Tulane Univesity) e Fernando Antônio Azevedo (UFSCar).
Chamada de trabalhos - Os participantes poderão apresentar trabalhos relacionados ao tema do evento em duas categorias distintas: Grupos de Trabalhos e Sessões de Comunicação.
Os Grupos de Trabalhos acolhem pesquisas em estágios mais avançados sobre os temas como Comunicação e democracia; Mídia e eleições; Marketing, imagem pública política; Internet e política; e Comunicação e sociedade civil.
Nas Sessões de Comunicação, serão apresentados trabalhos sobre Abordagens teóricas das relações entre democracia e comunicação; Eleições, partidos políticos e comunicação; Comportamento político, opinião pública e sondagens de opinião; Política e Internet; Políticas de comunicação; Propaganda eleitoral; Jornalismo político; Sociedade civil, participação e comunicação; Imagem pública política; e Economia política da comunicação.

The Internet and Democratic Citizenship

Theory, Practice and Policy.

A new book by Professor Stephen Coleman and Professor Jay Blumler

Relations between the public and holders of political authority are in a
period of transformative flux. On the one side, new expectations and
meanings of citizenship are being entertained and occasionally acted
upon. On the other, an inexorable impoverishment of mainstream political
communication is taking place. The Internet has the potential to improve
public communications and enrich democracy, a project that requires
imaginative policy-making. This argument is developed through three
stages: first exploring the theoretical foundations for renewing
democratic citizenship, then examining practical case studies of
e-democracy, and finally, reviewing the limitations of recent policies
designed to promote e-democracy and setting out a radical, but practical
proposal for an online civic commons: a trusted public space where the
dispersed energies, self-articulations and aspirations of citizens can
be rehearsed, in public, within a process of ongoing feedback to the
various levels and centers of governance: local, national and transnational.

Partidos se preparam para usar internet nas eleições


Direção do PT decidiu criar uma emissora online de rádio e televisão. PSDB paulista já testa televisão na rede

Projeto ajudará a exposição da chefe da Casa Civil, Dilma Rousseff, na rede

SÃO PAULO - Mesmo sem a certeza da aprovação pelo Congresso do projeto que regulamenta do uso eleitoral da internet, os partido já começam a se preparar. O PT vai tirar do papel um de seus principais projetos nessa área. Em mais um sinal de que está decidida a tirar proveito da rede mundial de computadores na corrida presidencial de 2010, a direção nacional do partido decidiu criar uma emissora online de rádio e televisão.

Principais pontos da reforma eleitoral

Apesar de surgir como um canal institucional de comunicação, o projeto ajudará desde já a melhorar a exposição da chefe da Casa Civil, Dilma Rousseff, na rede. Além disso, reconhecem dirigentes da sigla, é uma chance de testar o potencial de ferramentas online que poderão ser replicadas pela campanha petista na eleição de 2010.

A estratégia ainda está em fase de desenvolvimento, mas a pretensão do PT é ir além da simples publicação de vídeos em seu site na internet, fórmula que já existe nas páginas de vários partidos políticos. A ideia é, no longo prazo, cobrir "todo o dia a dia do PT", por meio da produção de reportagens, cobertura de eventos, entrevistas e transmissões ao vivo, de forma a preencher uma grade completa de programação voltada aos internautas.

O partido já encomendou equipamentos para montar um estúdio completo dentro do prédio que abriga a sua sede nacional, em Brasília. Parte da equipe da emissora será montada por meio da ampliação do atual quadro de funcionários na área de comunicação. Mas uma parcela do conteúdo será produzida por meio de um contrato de terceirização com uma empresa especializada. O plano é iniciar as transmissões, ainda num formato mais tímido, entre novembro e dezembro.

Até o fim deste ano, a expectativa da direção partidária, é de gastar R$ 150 mil na iniciativa. O montante, de acordo com petistas, servirá apenas para "dar a largada" no projeto. A próxima direção da sigla, que será escolhida na eleição interna agendada para novembro, vai definir os valores que serão aplicados no projeto durante o ano eleitoral e dali em diante.

PSDB paulista já testa televisão na rede

Decidido a se colocar como alternativa ao governo do presidente Lula em 2010, o PSDB tende a aproveitar na esfera nacional parte da experiência desenvolvida por seu diretório estadual em São Paulo, que lançou recentemente o portal tucano.org. Focado na interatividade, o site já prevê um modelo de televisão pela internet, a TV Tucana. Ainda assim, dirigentes do partido dizem aguardar a regulamentação do uso eleitoral da internet para definir ao certo o rumo que darão a sua estratégia nacional nesse segmento.

Enquanto decide quem vai lançar para o Palácio do Planalto no ano que vem - o governador paulista José Serra ou o mineiro Aécio Neves -, o PSDB ensaia algumas ações pontuais para testar seu potencial na rede.Tucanos desenvolveram, por exemplo, um blog para falar especificamente da atuação da sigla na CPI da Petrobrás.

Outro endereço tem como foco a ação da bancada no Congresso. Mais uma iniciativa, de acordo com o tesoureiro do partido, Eduardo Graeff, pretende fazer um "trabalho de guerrilha" na rede. Trata-se do blog "Gente que mente", recheado de críticas ao governo do presidente Luiz Inácio Lula da Silva.

Segundo Graeff, o PSDB já trabalha com a previsão de aumentar seu quadro de funcionários para explorar a internet na eleição do ano que vem. "Mas, por enquanto, estamos em um compasso de espera. Não queremos tomar nenhuma decisão que, depois, seja frustrada por estar em desacordo com a legislação eleitoral", afirma o tesoureiro tucano.

Oposição dividida

Já o PV, que se prepara para lançar a senadora Marina Silva (AC) ao Palácio do Planalto, terá um grupo específico para desenvolver sua estratégia online. Com a filiação da senadora no último dia 30 - numa cerimônia com direito a transmissão ao vivo pela rede -, o partido montou uma coordenação nacional composta por 21 membros. Dentro dessa estrutura, será criada uma coordenadoria de informática e web.

"Vamos de fato colocar na nossa estrutura organizacional um conjunto de ações e um espaço de desenvolvimento voltado a essa área", explica o cientista político Carlos Novaes, recém-filiado ao PV e indicado por Marina para compor a nova coordenação nacional da sigla.

Cobiçado como aliado por seu tempo na propaganda eleitoral no rádio e na televisão, o PMDB também já começou a se movimentar. Num trabalho comandado pelo deputado Eliseu Padilha (RS), a legenda já contratou novos profissionais de comunicação para reformular seu site institucional.

O trabalho inclui a modernização do portal da Fundação Ulysses Guimarães que, segundo o deputado, inclui uma estrutura de ensino à distância com aproximadamente 200 mil alunos. O parlamentar afirma que o plano é usar os portais para renovar o eleitorado peemedebista e viabilizar a formação de novos líderes partidários. "Precisamos disso se quisermos pensar em um projeto nacional."

The fourth International Conference on Electronic Voting

The fourth International Conference on Electronic Voting is coming up. There’s still one year to go, nevertheless our first call for papers folder is out now!

For the fourth time since 2004 our exclusive conference with hundred key experts and deciders from all five continents will be held from the 21th until the 24th of July 2010. The venue will be, as in previous years, the beautiful Castle Hofen, which is situated in Lochau in the vicinity of Bregenz and Lake Constance.

The conference will focus on all aspects of electronic voting, such as legal, technical, social, political questions as well as reports on implementations and practical experiences throughout Europe and the world. There will also be workshops on different topics held by designated experts in the field. The regular Conference Fee will be 300EUR (incl. VAT). The event is limited to 100 visitors only.

Social activities such as the legendary dinner event “Käsestraße” or a visit of Giuseppe Verdi’s opera “Aida” at the floating stage in Bregenz are the highlights after the work has been done. We will also host a Pep-Net meeting in the fore field of the conference.

The time line for submission of the papers is as follows:

CYBERLAWS 2010, The First International Conference on Technical and Legal Aspects of the e-Society, is a natural output of the discussions during the Digital World 2009, following the multiplications of the cybercrime acts concerning privacy and anonymity in the information society. In accordance with the principle of freedom of expression and the right to privacy, the use of anonymity is legal. Users can access data and browse anonymously so that their personal details cannot be recorded and used without their knowledge by any other entity, including another user. As there are situations were content/information providers might wish to remain anonymous for legitimate purposes, they should not be required to justify anonymous use. The dangerous side of the legal anonymity is the shadow for illegal, damaging, and not easily to sue individuals and actions. Corporate and individual hassle, corporate and individual frauds, threats, and impersonations are only a few of these actions. While privacy, anonymity and freedom of speech are achieved rights, there is a vacuum on education, punishments, and laws that can be easily applied at the same velocity with which a cybercrime propagates. Applying the Civil Court legislation is tedious and naturally, too late to timely repair the damage and prevent its quick propagation. There is a need for special laws to either prevent or quickly reprimand. In this case, the identity must be legally and undoubtedly validated. There is a need for harmonization between national laws for a new era of eDemocracy.

The inaugural CYBERLAWS 2010 will provide a forum where researchers, government representatives, international bodies, law enforcement organisms and special groups shall be able to present recent lessons learned, use cases, and set the priorities on problems and directions related to the anonymity, privacy, identity, and laws that should or are governing their legal use.

The topics suggested by the conference can be discussed in term of concepts, state of the art, research, standards, implementations, running experiments, applications, technical and social implications and solutions, and legal case studies. Authors are invited to submit complete unpublished papers, which are not under review in any other conference or journal in the following, but not limited to, topic areas.

All tracks are open to both research, legal, government and digital police contributions.
